The CCCC make it up as they go along."
They don't make it up as they to along, the rules clearly state that at the 1/4 finals, only stipulations are no group stage repeat parings, and provincial finalists repeat parings where feasibly possible.

For the semi final, that changes to no repeat parings from any point of the championship. But again, if they can't be avoided, then they'll have an open draw.

My predictions for what it's worth:

Monaghan V Donegal: Donegal
Tyrone v Dublin: very tight; but Dublin
Galway v Meath: Galway
Kerry V Armagh: I think Armagh will tough it out.

Donegal, Dublin, Galway, Armagh.

They will all be tighter than predicted.

So topping the pointless group made a huge difference to Monaghan…? They put everything into meaningless games and then when it really counted couldn't hack it… It was men against boys in the second half….
