They don't make it up as they to along, the rules clearly state that at the 1/4 finals, only stipulations are no group stage repeat parings, and provincial finalists repeat parings where feasibly possible. For the semi final, that changes to no repeat parings from any point of the championship. But again, if they can't be avoided, then they'll have an open draw.
