I agree, but it depends on the context too. If it's a heated moment in the game and it's done out of frustration, maybe a yellow card would suffice.

I dont know what type of game youse play away over in America when you would consider the tearing / ripping of the Jersey of a fellows back to only be a minor offence
I know here in Cavan we would not tolerate it at all.
I remeber a Cavan Gaels player going flying past a defender one time enroute to scoring and the Jersey was pulled of him.
Thee Gaels were winning the County Final well ( ought one of the many the Gaels won in the past 20 years)and the Gaels player pleaded with the Referee not to send the offender off.
Ought such a magnanimous act by a Gaels player

That's a fair point. But regardless, it's a clear violation of the rules and deserves punishment.
