Tyrone Minor Football Championship Not Finished

I see tryone minor championship won't be finished until next year. A dispute over a refusal to take part in a penalty shooout. I'm just curious as to why
A) if in the rules why the grounds for appeal?
B) if they were within their rights to refuse why is it taking so long to sort out?
Very disappointing for all the young lad involved in all the clubs

I don't know the ins and outs of it. All I can guess is that maybe it's a technical dispute over whether or not Tyrone GAA gave proper notice that penalties would apply - for example, was it set out in Competition Regulations at the start of the year, or did they just announce when they reached the knock-out stages that penalties would apply where necessary? And if so, is this changing the rules of the competition after it's already begun?

Would think that if the rule had been properly set out, it would be a straightforward open-and-shut case if a team refused to take part in a shootout, so there must be something technical like that at the heart of it all.
